Trade Compliance Project Manager, Merck LS, China

This position is based in Shanghai, China

Your role:

This position drive, manage and coordinate trade compliance projects, including authorities' communication/advocacy, supporting business needs, optimize business model, customer training/requests. Facilitate and maintain excellent working relationship with government officials and internal stakeholders.

Strategy:
  • Take initiatives for building up relationship and advocacy with local authorities and trade associations in terms of Life Science interests. Safeguard company strategic interests and objectives in arising regulations.
  • Manage and support businesses on evolving requirements in a rapidly changing legal landscape.
  • Manage AEO certification and customs credit program.
  • Drive and develop digitalization strategy and automation tools to improve efficiency and improve data quality.
  • Develop and update trade compliance SOP for four legal entities and define and clarify the roles & responsibilities of Trade Compliance and other internal functions for smooth collaboration.
  • Drive implementation of policies and instructions through monitoring, make proper communication on regulation change and implication analysis.
  • Coordinate self-assessments and periodic audits in LS China organization.
Operation Excellence:
  • Provide guidance in risk assessment, identify compliance impact to Life Science and provide recommendations to mitigate potential risk. Take active role to represent company in delicate or risk potential matters with authorities, inspectors and trade associations.
  • Manage the efficiency of daily customs affairs agreed with KPIs and business requirement.
  • Interface with customs authorities, freight forwarders and customs brokers to process import and export shipments. Trade compliance audits of external service providers. Monitor and report on changes of relevant trade compliance environment with impact with the Life Science business.
  • Build up and facilitate GTS (global trade service) system, integrate import/export and domestic trading requirements into the order screening process, to ensure transactional compliance.
  • Identify opportunities for process efficiency and effectiveness in compliance through automation or process improvement, put in place compliance-related metrics and a program for continuous improvement.
Who You Are:
  • Degree in Chemical, Biologics, Logistics, international trade or related area.
  • Fluent in Chinese native & English (verbal and written) is required.
  • Experience of minimum 8 years in life sciences or chemical industry, extensive knowledge in chemical products.
  • Knowledge of China customs laws and regulations, chemicals and equipment authorities' requirements.Familiar with US and European regulations in above mentioned areas.
  • Experienced in logistics, import / export knowledge.
  • Experience working in a global, matrix environment.
  • Project management experience.
  • Excellent interpersonal, presentation, listening and communication skills that will develop long term internal and external relationships at all levels.
  • Strong organizational and time management skills.
  • Ability to manage multiple priorities and deliver accurate outcomes.
  • Ability to indirectly influence other organizations and cultures.
  • Ability to train and educate others.
